 Technical Program:

Abstract: Success in project delivery is a function of anticipating potential failures and managing those risks across the entire construction project lifecycle, from a project's inception to finally turning the completed asset over to operations.  Project failures almost always relate to cost and time overruns directly caused by these risks.  The maximum and most effective proactive resolution of these failures requires a risk-oriented planning and monitoring culture integral to the cost engineering disciplines of cost and time management.  There is no simple one-step process, but rather, it requires a proactive and planned effort, which includes looking for opportunities to improve and eliminate threats to performance.  This approach addresses specific traditional construction and program management areas that commonly fail, such as scope definition and change management, and offers proven solutions.  This paper provides recommendations for resolving the potential failure points in each phase of the project lifecycle. The content is gleaned from lessons learned over the author’s 45-year career.
