Technical Program:

Abstract: Several AACE recommended practices (RP) mention that the scheduler should specifically consider milestones in the creation and review of the typical construction schedule. These RPs do not provide details regarding what should be considered when reviewing milestones. It is not enough for the scheduler to look at them and hope that something ‘pops-out’. Advanced schedulers should focus on a list of specific topics. 

This paper discusses the how’s and whys of the proper use of milestones in CPM schedules and how to develop better schedules. From baseline schedules to schedule updates, this handy guide gives advanced schedulers more tools to ensure that they have better schedules and better run projects.

Ronald M. Winter, PSP FAACE – President of Ron Winter Consulting, LLC has been a member of AACE since 2001. Ron was grandfathered in as a Planning & Scheduling Professional (PSP) in 2004 as a result of his work on the PSP Certification Task Force that created AACE’s first specialty certification. He is a frequent Conference & Expo presenter, author and contributor to many AACE Recommended Practices (RPs), and he has previously served on AACE’s Certification Board as an associate member. Ron has been a driving force on AACE’s Planning & Scheduling Technical Subcommittee for many years, serving as the group’s chair for five years and co-chair for another four.  He has served for two years on the AACE Marketing Committee. For his many contributions, Ron has been honored by the Association with the Special Recognition of Technical Service (2004), Technical Excellence Award (2007), Outstanding Committee Chair Award (2009, 2011, and 2012), Fellow (2013), and the Award of Merit (in both 2017 and 2023).

Mr. Winter has over twenty years of experience in Computerized Scheduling, Information Management, Project Management, and Delay Claims Preparation in the technical construction and manufacturing industries. He has developed and implemented CPM scheduling and Management Information Systems. He has a B.S. in General Engineering from the University of California, and an M.S. in Systems Management from the University of Southern California.


Ron has led software project teams and is well versed in the utilization and programming of most major software. He has been active in promoting state-of-the-art programming systems to meet specific project needs such as using Gridpad pen-based computer systems for data collection and inspections. He has written specialty computer programs to assist in performing Delay Claims and Scheduling tasks quicker, cheaper, and more accurately.

We are meeting in person once again!  Dinner is served!
